Wind developers remain frustrated in Iowa.

After working two years to persuade the state legislature to adopt a tax credit tied to electricity output at wind farms, the legislature finally passed a bill, but a mathematical error limited the amount of credit a year to 1/1,000th of what was intended. The legislature is not expected to be able to fix the problem until next year.
