A WINDFALL PROFITS TAX on electricity generators failed to pass the California legislature before the legislature adjourned in late September.

The legislature is expected to come back into special session in October. This provides a platform in theory for another run at the issue, but the main sponsor of the tax in the state assembly said he doubted the agenda for the special session would be broad enough to allow any further debate on tax issues.
